Joseph B. Blake Water Treatment Plant

The Joseph B. Blake Water Treatment Plant Phase 1B Improvement Project began construction in March 2024 and is scheduled for completion in the summer of 2026. The project includes the construction of a new chemical storage building, an underground utility corridor, and sitewide electrical improvements, including a diesel generator that can be used as a backup power supply for much of the plant.

These improvement projects are an important part of Highlands Ranch Water’s long-term investment in maintaining safe, reliable drinking water for our community today and in the future.

Phase 1B updates

​​Most recently, the roof of the new chemical building has been completed, and crews are now busy inside installing mechanical, electrical, and plumbing systems. Chemical pumps, tanks, and lines are being installed and tested to ensure everything operates safely and efficiently. A new generator has also been installed and tested, improving the plant’s reliability during power outages.

Outside, site work continues with grading and erosion control nearl​​y complete. The project remains on schedule, with a brief shutdown of the treatment plant planned for early 2026 to connect new systems and equipment.

Phase 2 Improvement Project

Design work is moving forward for Phase 2 Improvements, which will modernize additional treatment systems and expand capacity to meet future demand. Design will begin with Carollo Engineers, Inc. and construction is expected to start in 2027.
