Understanding Your Bill

What's on your water bill is more than just the cost of your water usage. Your water bill is comprised of six charges. The sum of these six charges is the total amount due, and the charge that appears on your billing statement.

1 | Water Charges

Calculates the charge for water based on gallons of water used multipled by the water rate. 

2 | Water Service Availability Fee

A fixed fee to cover costs directly related to Highlands Ranch Water's ability to provide a service to customers. It includes costs such as debt service, billing, meter replacements and major repairs.

3 | Wastewater Charges

Comprised of a wastewater fixed fee plus your average wintertime usage. It recovers costs of operations, maintenance, debt service, customer service, and repair and replacement of major equipment.

4 | Infrastructure Improvement Fee

A fixed fee designed to ensure the district can fund future infrastructure projects to provide the community with safe drinking water and reliable wastewater service . 

5 & 6 | Two fees appear on your bill that are passed through to the Highlands Ranch Metro District: 

Streetlight Fee

This charge is intended to recover the costs paid by the Metro District to Xcel Energy for street light electricity and maintenance. The residential fee is set to recover cost of street lights on both arterial and residential streets. The commercial fee is set to recover cost of arterial street lights only.

Stormwater Fee

This charge is necessary to cover the costs of design, construction and maintenance of storm water facilities, ensure compliance with federal environment regulations, maintain water quality detention areas and educate the public about storm water management.
